Here is the following File Size Limitations for Alert for reference. If any inquiry regarding file sizes for alert.outage.info. 

• Maximum WAV file size: Approximately 5 MB
• Maximum message size/length: 4,000 characters
• Maximum number of contacts per upload: No limit
