Purpose
This Standard Operating Procedure (SOP) outlines the steps required to ensure that automation systems remain operational during a Public Safety Power Shutoff (PSPS) activation.
Scope
This SOP applies to those who monitor system SCE file processing.
Essential Business Rules for PSPS Support
- Monitor SCE files in EONS as soon as an event start notification is received.
- Notify the SCE channel if processing or processed count goes above 5%.
- If a campaign is observed to be running at a reduced speed, the responsible person must notify the designated channel immediately
- Monitor both Adhoc and PSPS campaigns.
Steps
1. PSPS support requests will be initiated through an email sent by the SCE Team.
- Once the event begins, the Tier 1 roster will be prepared and shared to Team as part of PSPS preparation.
- Multiple error scenarios may arise during campaign execution
- Handling “Campaign Close Alert” in EONS
- When the “Campaign Close Alert” appears:
- Access EONS and refresh the campaign report.
- Check delivery status based on campaign size:
- Small campaigns: Ensure at least 50% delivery. For small campaigns, the usual 90% final status does not apply since a few bad numbers can significantly affect the percentage.
- Large campaigns: Ensure at least 80% delivery. Results may not fully reflect at the 1-hour mark, but refreshing the report may update the numbers.
- Example:
- Campaign ID: 24624 (Large campaign)
- Voice delivery: Mostly "Machine" and "Live" – looks good
- SMS delivery: ~19% Not Delivered + Processed – expected to improve over time
- Email delivery: ~3% still in “Sent to Queue” – acceptable
- Note: Always verify campaign type and delivery thresholds before closing any alert.

If any errors occur, such as dataset retries or PagerDuty alerts for PSPS, please post them in the SCE channel. The following contacts should also be notified as well.
